Stop the Glendale Water Rate Hike
The Glendale City Council is planning to RAISE GWP water rates from 50% to 145% starting January 2027, with yearly double-digit increases after that. Under California law, we have the constitutional right to BLOCK this hike with a PROPOSITION 218 petition. But we can only do that if we act TOGETHER now.
PLEASE Fill out, sign, and submit a Proposition 218 protest form below to stop the proposed water rate increase.
We need 18,000 valid forms. Please spread the word—tell your family, friends, neighbors, and business associates, and encourage them to submit their forms, too. The deadline is Tuesday, Nov 3rd.

WHO CAN SIGN THE PETITION FORMS
A parcel/property owner with a GWP account — you do NOT need to be responsible for the water bill
Forms need EITHER the Street address OR the APN #
A tenant with a GWP account who pays for water and whose name appears on the bill
Forms need BOTH the Street address AND GWP Account #
Only ONE valid protest per property/parcel will be counted
PETITIONS MUST BE ON PAPER WITH A HANDWRITTEN SIGNATURE
Only paper petitions and original signatures count towards the protest. No digital copies, digital signatures, emails, online petitions or oral comments at city council meetings or the public hearing on Nov. 3rd will be considered as valid protests that can be legally used to stop the water increase

With electric bills in Glendale doubling and even tripling, the City Council is now proposing a 50%-145% water rate increase starting Jan 1, 2027, followed by 11%, 10%, 10%, and 7% increases over the next four years. That’s between $37-$107 per GWP bill for the first year alone.

Proposition 218 is a California constitutional amendment that gives property owners and tenants important protections and a legal mechanism to fight increases in certain property-related charges, such as water, sewer, and trash collection rates
Before increasing rates, a city is required to notify affected property owners and the customers of record at least 45 days in advance of a public hearing. If written protests are submitted for a more than 50% majority of the affected parcels before the close of that hearing, the proposed rate increase CANNOT be imposed
Only paper protests with a handwritten signature will be accepted. If more than one petition is submitted for the same address, only one will be counted
We have the legal power to stop a water rate increase in Glendale, but ONLY if enough people participate
Glendale residents are already burdened with some of the highest costs in the region
And now the Glendale CIty Council is proposing a 50% to 145% water rate increase starting Jan. 1, 2027 based upon your “Pump Zone.” Pump Zones refer to elevation—the higher your property, the more energy and infrastructure it takes to deliver your water.
Here’s what that means for your bill:
● Zone 1: Your bill of $74.08 would increase to $111.28
● Zone 7: Your bill of $74.08 would increase to $181.70
A Zone 7 customer in the hills would see their bill nearly triple!
And it doesn't stop there. After the initial 2027 increase, there will be increases of 11%, 10%, 10%, and 7% every year from 2028 through 2031. With residents already facing sky-high electric bills and some of the highest costs in the region for sales taxes, home prices, and rent, this is yet another financial burden Glendale residents shouldn't have to bear.
